Excellent result for a state-level, protocol research project between Vietnam and France

On 14 December 2014, Ministry of Science and Technology (MOST) convene a meeting for adopting the National research project entitled “Study on Hydrodynamics and sediment transport regimes in the estuary and coastal zone of Nha Trang Bay, Khánh Hòa province”, which belongs to an international protocol cooperative task on science and technology between Thuyloi University and Institut de recherche pour le développement (Institute of Research for Development, IRD), France. The meeting was conducted by Assoc. Prof. Dr. Nguyễn Trung Việt.

The delegates to attend the meeting included: representative for MOST – Mr. Lê Thanh Bình, Deputy Head of International Cooperation Department (MOST), and representatives for Departments of Finance, Planning, Science & Technology of Economic sectors; the representative for IRD, France – Prof. Dr. Jean-Pascal Torreton, head of IRD in Vietnam; for University of Science and Technology of Ha Noi (USTH) – Dr. Sylvain Ouillon, Dean of Faculty on Water–Environment-Oceanography; representative for Khánh Hòa People's committee – Dr. Huỳnh Kỳ Hạnh, Directory of Khánh Hòa Department of Science and Technology; representative for the project host – Assoc. Prof. Dr. Ngô Lê Long, Deputy Head of Scientific & Technology Division, Thuyloi University; representative for project experts– Prof. Dr. Lương Phương Hậu, Civil Engineering University and Prof. Dr. Đinh Văn Ưu, Hanoi University of Natural Science, Vietnam National University, together with project members during the period of 2013-2014.

In commencing the meeting, Mr. Lê Thanh Bình, on behalf of MOST, read the Minister's decision on assembling the state-level examining committee. The committee comprised every member in accordance to the decision of the Minister. The chairperson of state-level examining committee, Prof. Dr. Hoàng Xuân Lượng (Vietnam Academy of Defence) chaired the meeting with proper procedures regarding a standard session on adopting a state-level scientific research project.

Assoc. Prof. Dr. Nguyễn Trung Việt, project leader reported the main results of the project. The peer reviewers then read their comments. The examining committee raised questions for discussion. Representatives of the research managing board, Assoc. Prof. Dr. Nguyễn Trung Việt and Prof. Dr. Lương Phương Hậu, thoroughly answered every questions from the committee.

The committee agreed that the research had gathered scientists and experts to conducted the research seriously, had completed the expected amount of research according to the proposal, and that the research output is of high quality and readily applicable. The committee also highly appreciated the close cooperation between expert groups on coastal engineering from University of Toulouse, University of Bordeaux, France and Tohoku University, Japan. The project leader board had performed serious research work and excellent teamworking. In particular, the committee agreed that certain research outputs had surpassed the amount of work in the research proposal accepted by MOST, such as: training outputs, published papers (the project had produced 15 papers, of which 7 on international journals and conference proceedings), 10 papers more than intended. The committee voted and announced that the research achieved excellent grading of 91.7/100. To promote good results of the project, the committee has recommended MoST and Khánh Hòa People's Committee to maintain favourable condition for the project to be continued in phase 2 (2015-2016). In this phase Thuyloi University continue to conduct research and cooperate with scientists from France and in Vietnam to clarify the results preliminarily obtained, and to provide consultancy for Khánh Hòa province in specific works for repairing, upgrading the beach of Nha Trang city. In addition, research will be needed for an experimental work in re-creating and upgrading a beach northern of Nha Trang Bay.

By the end of the meeting, Assoc. Prof. Dr. Nguyễn Trung Việt, on behalf of the Managing board of the project and Thuyloi University, sincerely thanked MOST, Ministry of Agriculture and Rural Development, Khánh Hòa People's Committee, Khánh Hòa Department of Science & Technology, Department of Information and Communication Technology, Embassy of France, IRD, etc. with colleagues for supporting the project managers for completing the work.
